getURL.dll & windows 2003

trying to move an application from windows 2000 to windows 2003 and get an error message from this component.

Question 1 - Does this .dll work on win2003?

Question 2 - what are the dependencies?

error message is

Microsoft VBScript runtime error '800a01ad'

ActiveX component can't create object

relevant line in the asp code is -

set oGetURL = Server.CreateObject("Stardeveloper.GetURL")
